Services that require FMCSA or SMS portal access use the carrier authorization rule recorded in the current spec: When a carrier orders a service that needs FMCSA or SMS portal access, the authorization is captured in the order flow by checkbox or e-signature and recorded with versioned text, actor, scope, timestamp, and revocation status.
Regulated report and compliance services rely on records you provide or authorize. ATDSA reviews those records to deliver the requested service, but it does not guarantee a government, compliance, or citation outcome.
